It is dual NAI and thus PAM aware, like all of Sprint's new devices. You do not need a PAM plan to tether. Without a plan, tethering will be billed by the kilobyte. I'm not sure what the rate is currently, but last time I looked, it was $0.0015/KB (about $1.50/MB). People should be careful with their tethering usage, or they will be in for big surprises when their next bill comes.
EDIT: If you are on a PAM plan, the overage is $0.001/KB, and the maximum monthly charge is $70. Not sure if there's a cap if you're not on a plan, but some sources say it is still capped at $70.
