Since this is a grass roots effort you are talking about, its up to the group how you guys want to do this, but I would suggest you target the two phones and leave it at that. These two guys have unique contributions in what they did for prior phones, which is therefore the reason why I think everyone wants to see them getting the phones as quickly as possible. It is unlikely that they are going to be found for less than full retail if bought out of the gate without a new plan... so the price is probably pretty solid. If its handled like mrailing suggested, then everyone will know where the total is vs. the goal.
