The weird thing for me is that having now followed your specific instructions no less than 5 times, I have NEVER gotten a notification on my phone that DST has been updated. Maybe now that it is past March 11, it won't do so...don't know.
Yesterday, I dropped a cup of Starbuck's grande decaf sumatra on my phone...OOPS. Well, I went to the local store and picked up a new one (that my homeowners insurance is paying for)...and after I borrow a friend's PC I will load up wm5 and then will try the update again...with a brand-new unchanged device. Will see what happens.

It shouldn't matter, I did it as a precaution for my customers. I tend to overdo things for some of them, but that is to be more safe than sorry, and my customers appreciate that.
If you got it to work, it might NOT have shown a notice that the clock changed, but the clock would be on the CORRECT time when you select your time zone. I updated a Samsung BlackJack today, and it simply adjusted the time, without a notice, and I used my file to do it.
When you get the new device setup, make sure you run the DST update first, as it's needed with any device, or any hard reset now, and I will probably be adding it to my Setup guide eventually.
Sorry to hear about the coffee. I have "almost" done that numerous times at home in the morning when attempting to wake up, but luckily I haven't hit the phone, and since those few close calls I moved my phone to a different area on my desk...
