I got it to work, but only after a couple of failed attempts on my new Vista machine. The problem I ran into was that I hadn't yet set the option on Vista File Explorer under "Organize", "Folder and Search Options", "View" (tab), uncheck "Hide extensions for known file types". As a result, I was naming the file "sync.ico.ico", without seeing the final ".ico".

Once I got the file properly named (since with the option unchecked I could see the whole name), everything worked as described.
