I will see about leaving the phone keys unlocked. Not sure if it is possible (stuff built into the OS always gets to cheat) but I will try.

How about making the timer countdown the default startup mode (if enabled) and adding an option to override timer settings when lock is set manually and device resumes from sleep? That way there are choices without being confusing, I think - enable/disable timer and/or enable/disable timer override on manual lock. This should not affect actions like listening to music since the device is not powered down in that mode and the lock will be engaged only after power is restored.
So it will be:
Timer enabled > power off device > on resume countdown engaged (default behavious after resume)
Timer enabled > manual lock only > power off or power save > on resume countdown engaged
Timer enabled > manual lock only (option timer override) > power off or power save > on resume countdown not engaged
Same would apply if "Lock and power off device" is selected. Should not apply to "Lock and turn off screen" as device is still powered on but with screen off.
