If this system works as suggested--and we're probably dreaming--the era of AKUs denied by carrier stonewalling could end and WM users will avoid a tradition of orphanage and Balkanization. (Of course, carriers can presumably maintain control over what updates are offered to users on a device-by-device basis.)
Overall, though, taking carriers out of the S/W maintenance business is a big plus.
