Mine updated fine. No lockups or anything.
On a side note, here is some information about what will need to be done going forward for us sorry people in the US.

Just cut & paste the INF file information into a new file on your hard drive. Save it as any name with the extension .INF. Now comes the tricky part. You need 3 files to create a custom CAB file: CABWIZ.EXE, CABWIZ.DDF and MAKECAB.EXE. I think you can get them all on the web, but mine were on my system from installing Visual Studio or one of the SDKs for development.
Put them all in the same folder. Create a fake readme.htm file or save the linked webpage as readme.htm. I created a batch file to run that automates the creation. The only line in it is "cabwiz.exe 2007_Energy_Policy.inf".
Tada! Your own CAB file that applies the registry settings.
