Make sure it works via USB first. Also, you should be using the Microsoft BT stack for your PC. If you see a "My Bluetooth Places" icon on your desktop you're using the Widcomm stack.
Are you in an EV-DO area? If so I wouldn't waste your time with BT tethering. It's slow and will eat up both your laptop and PPC's batteries.
