Nobody provides flasher for prl. Your carrier (your service provider) provides MSL which is the unlock code and configures PRL over the air (using the CDMA network).

If you can get service, you can get the phone configured. If you cannot get service you cannot get the phone configured. Contact the carrier you purchased the phone from to get the unlock code (MSL).
