Well... it is supposed to mean what it says. I think if you are using the "slow speed" circuit switched data (dialing a modem) it says "DATA"..? maybe "Data Call"? it's been a long time since I did that.
What are you using to make these data calls? I believe that some apps have the ability to let you select/configure which "network" you are going to connect with. While you may have selected one service in the Palm Prefs -> Network dialog the app may be picking another.
You don't need to subscribe to a high speed data plan to access the packet switched (1xRTT) service. Many AC plans come with (or used to) the EN (now National Access (NA)) MOU *option*. Note: it's an option on your (probably) AC plan and not the National Access plan itself. Look on your bill (paper or online) in the area where they list 3-way calling, etc. and see if there is an option with "NA" in it.
