I can answer that one. T-Mobile locks all their phones, but they are pretty reasonable about providing an unlock code if you are on a plan with them. I have done it before and it takes a few weeks but is pretty painless. If you just tell them you will be traveling abroad and will need to use another SIM, they will usually provide you with the unlock code.
