Seems to me the whole article is lacking in serious credibility.
Obviously the CDMA 7135 wasn't used on AT&T's TDMA/GSM network...Now if there is a GSM 7135 in the works that get's released before the CDMA version...well...I think that would be the last straw  ...I find it highly unlikely..
Also the "review" of all those phones lacks in any sort of supporting evidence...He makes comments yet doesn't say why the phone didn't meet their "standards"....
It's all BS...
As for the AT&T being 3G- They are in certain markets. They're still split between TDMA & GSM. In the markets where GSM is being offered they do have the GPRS service which is commonly considered a "3G" network..
